The sign next to it said butterfly bush, but it doesn’t look like the other butterfly bushes, so I’m not sure.

    I’m going to say: No! 🙂

    Definitely not Butterfly Bush flower buds… The top stem and buds are much more like snapdragons. I think it is likely a member of the Antirrhinum genus. it’s proving very hard to track down. 😦
